Your spouse does not have to be a US citizen nor even reside in the United States to be able to obtain a divorce. If your husband is willing to sign the necessary documents, then he is submitting himself to the jurisdiction of the court there in Hillsborough County. On the document that asks for his social security number you would indicate that he does not have a US social security number as he is not a citizen of the United States.
